Sequential and exception tests
The National Planning Policy Framework steers new development towards land with the lowest risk of flooding. Where a site is at risk, the local planning authority will usually expect the application to show that the Sequential Test, and where necessary the Exception Test, has been passed.
Odyssey prepares the evidence for both. For the Sequential Test we agree the area of search with the local planning authority, identify reasonably available alternative sites and compare their flood risk with that of the application site, taking account of all sources of flooding.
Where the Exception Test applies, we work with the planning team to set out the wider sustainability benefits of the scheme, and show through the site-specific Flood Risk Assessment that the development will be safe for its lifetime without increasing flood risk elsewhere.
We can advise at site appraisal on whether the tests are likely to apply, so that the risk to a planning application is understood before you commit to a site.
